Subject: [PATCH] docs(15): mark VALIDATION.md compliant after audit

All 3 DASH tests green with TEST_DATABASE_URL:
- TestTablosDashboard_Sidebar (DASH-01)
- TestTablosDashboard_ProjectCards (DASH-02)
- TestTablosDashboard_EmptyState (DASH-03)
